The author argues that the development of Entrepreneurship through several State incentives is based on the social model aimed at solving unemployment, which has proved unsuccessful in France. According to the author, this shows a paradoxical situation - multiple and increasing state aids without any impact on creation. This article proposes to evaluate on the one hand the different initiatives undertaken in French Speaking countries to develop entrepreneurship and on the other hand, the legal, economic and fiscal measures and policies that actually invalidate the interest to create an enterprise. |
